As President and CEO, Mr. Giarratano oversees daily operations of all aspects of the company and is responsible for the overall success of the company.

He has overall responsibility for creating, planning, implementing and integrating strategic direction for all departments. He makes certain the company's corporate personnel maintain constant awareness of the competitive landscape, opportunities for expansion, customers, markets, new industry developments and standards, and so forth.

His duties include reviewing, recommending and finalizing departmental standards, policies and procedures. He also develops and implements the corporate strategic plan. Many of his daily activities encompass oversight and analysis of contract operations and administration, business and proposal development, priority personnel matters, and the financial health of the company.

Donna graduated with a double major in Marketing and Management from Houston Baptist University. Following graduation, she managed a branch of Enterprise Rent-A-Car with a $1.75M inventory for 3 and a half years before joining Phoenix Management, Inc. (PMI) in 1994.

She began as an on-site manager at a transportation motor pool in Savannah, GA, for one year prior to making a move to the corporate office in Austin, TX. Since joining PMI she has worn many hats – she’s written technical and cost proposals for a large majority of current PMI services; also she has been a troubleshooter, a temporary on-site manager, trainer, operations manager, and most recently Chief Operating Officer.

As Executive Vice President/Chief Operating Officer at PMI, Donna's current responsibilities include: handling all contract modifications; human resources, including contract start-up and close-down, hiring and firing, policies and procedures and personnel issues; industrial security management; Affirmative Action Management; internal investigation management; union negotiations; and day-to-day operations.

Mr. Dann has extensive experience in Service Contracting, having managed numerous efforts for a variety of companies for many years.  Some of his prior experience includes positions such as International Operations Manager for a multi-billion-dollar company; operational management of hospitals for the Department of Veteran Affairs; and Project Manager for eleven years of a multi-function Air Force contract with a staff of approximately 125 personnel.  A few of his strengths are providing and managing Customer Relations, presentations, wage adjustments contract operations and administration, interpreting Performance Work Statements, analyzing workload data and building estimates, working with subcontractors and vendors, union negotiations, and more.

Mr. Dann’s previous experience includes a distinguished career, with more than 20 years of service, in the United States Air Force.  During his Air Force career, he gained wide-ranging experience within the various facets of Maintenance and Logistics including, Operations, Acquisition Logistics, and Program Management. 

As Operations Manager, Louie oversees daily operations of PMI’s contracts.  He handles training, contract start-up and closeout, contract modifications, hiring, and more.

In 2016, Ms. Nabors began her career in government contracting at Westover Air Reserve Base, in Chicopee, MA where she worked as a Quality Control Manager.  In 2018, she was able to transition, under PMI’s management of the contract, taking on the additional roles of Deputy Project Manager and Safety Manager.

Prior to working in government contracting Ms. Nabors worked for a Fortune 500 company for eight years where she provided Human Resources support for two separate facilities employing approximately 150 employees.  Ms. Nabors is also a US Army Veteran having served our country in deployments to Afghanistan and Iraq under Operations Enduring Freedom and Iraqi Freedom. 

Currently, as HR Manager/Operations Manager, her responsibilities include among other things:  Management of company-wide HR actions; Management of Contract Operations;  AAP and OSHA reporting; Small Business Contracting Plan reports; union negotiations & grievances; security; training; recruiting; overseeing E-Verify compliance across contracts; and assisting in contract start-up and shut down.

Ms. Wilson has been a finance and accounting professional for over 20 years.  She joins PMI with eight years of government contracting experience managing the financial operations of a $50M services company.  She also a background in GAAP compliance, financial analysis and managing accounting teams in high volume growing technology businesses.   She has a history of successes in budgeting and forecasting, cash flow management and audit support.

As the Controller for PMI, she manages the daily operations of the accounting and payroll team.
